Shri J. Satyanarayana IAS (Retd.)

Chief Advisor, C4IR (India) - World Economic Forum

Satyanarayana is Chief Advisor at the Centre for the Fourth Industrial Revolution (India), World Economic Forum, and Chairperson of The DPI Academy. A former IAS officer with 37 years of service, he has held key leadership roles including Secretary, MeitY, Government of India, and Chairman (part-time), UIDAI (Aadhaar). A pioneer of India’s e-governance movement, he has led and contributed to over 20 flagship digital initiatives such as eSeva, Passport Seva, MCA21, BangaloreOne, APOnline, and eTAAL, while also shaping national policies on cybersecurity and cloud adoption (MeghRaj).

His recent work focuses on Digital Public Infrastructure and Enterprise Architecture, including IndEA, Agile IndEA, National Digital Health Blueprint (NDHB), and National Digital Education Architecture (NDEAR). He has been advising C4IR India since 2020 on initiatives like AI4AI, FIRST Cancer Care, Education 4.0, and AI for India 2030, and has also guided WHO SEARO on digital health programs. An author of two books and mentor to multiple transformation programs, he continues to influence AI policy, digital governance, and large-scale public digital ecosystems globally.
